Lester Godsey's Excellence

Lester Godsey has spent over three decades shaping public sector cybersecurity, and as he approaches retirement in 2024, his career offers a testament to leadership, adaptability, and the importance of diverse skill sets in cybersecurity.

Godsey’s journey into cybersecurity began during his time at Arizona State University (ASU). Initially an undergraduate music major with aspirations of becoming a band teacher, his career path shifted when he discovered an interest in system administration and cybersecurity. At the time, the internet was still emerging, and cybersecurity was not a distinct field. Godsey’s early web experience involved HTML programming for non-graphical browsers. Like many others entering the field in its infancy, he began to engage with security without fully realizing it.

Godsey’s first role in cybersecurity came as a Support Center Analyst in ASU’s College of Engineering and Applied Sciences. After two years, he was tasked with helping secure the new ASU Polytechnic campus on a former military base. There, he supported over 200 users and collaborated with IT staff to build the campus’s security program from scratch.

Godsey’s next role took him to the ASU Department of Psychology, where he became a Technology Support Analyst. He managed a team of IT professionals, oversaw a substantial budget, and acted as the department’s primary systems administrator. His ability to manage diverse responsibilities became a key strength throughout his career.

“My entire IT career has focused on being a ‘jack of all trades,’ rather than specializing in one discipline,” Godsey explains. “At ASU, and in many of my other roles, I handled a broad range of responsibilities.”

In 2006, Godsey moved to the Town of Queen Creek, Arizona, where he served as the Division Manager for Information Technology. For nearly eight years, he led the IT department, supporting various initiatives like application development and municipal fiber networking. He also managed an annual budget of around $1.6 million. Godsey played a critical role in facilitating communication between government officials and the private sector to ensure effective collaboration.

“The experience of being a couple of miles wide and sometimes an inch deep was invaluable for both leadership and cybersecurity,” Godsey reflects. “Cybersecurity touches every part of an organization, and my broad experience helped me understand how security affects every facet of operations.”

In 2011, Godsey moved to the City of Mesa, Arizona, serving as IT Manager and eventually becoming the Chief Information Security and Privacy Officer. Over nine years, he led the city’s Internet of Things (IoT) strategy, implemented enterprise cybersecurity measures, and worked with local, state, and federal agencies to safeguard the city’s infrastructure.

By 2019, Godsey had earned the role of Chief Information Security Officer for Maricopa County, home to nearly 4.5 million people. Although the county recognized the importance of cybersecurity, there was no clear strategy in place. Godsey quickly took charge, structuring the information security department and implementing a comprehensive cybersecurity strategy.

“The first challenge was creating a cohesive strategy and structure for cybersecurity,” Godsey recalls. “There was a great need to formalize and strengthen our efforts to protect the county.”

Under Godsey’s leadership, the county’s cybersecurity department was divided into four functions: Security Operations, Engineering & Architecture, Assurance, and Governance. He also created tailored incident response playbooks to address the unique threats facing local governments, including misinformation, election security, and phishing attacks. In 2020, the department successfully responded to a variety of cyberattacks, including DDoS attacks and network intrusions.

“2020 was challenging for cybersecurity — we faced nearly every type of attack,” Godsey says. “By 2022, cyberattacks decreased, but misinformation-based threats surged. These new challenges required different strategies.”

Godsey attributes much of his success to the strength and dedication of his team. “I’m lucky to have a team that’s committed to public service,” he says. “Their dedication has been a key factor in our success.”

As Godsey transitions into retirement and prepares for a move to the private sector, he reflects on his career. He believes cybersecurity requires a mix of both technical and soft skills. “There’s no single path into cybersecurity,” he says. “Technical expertise is important, but soft skills, like leadership and communication, are just as vital in advancing cybersecurity programs and leadership roles.”

Godsey’s career demonstrates that success in cybersecurity isn’t about following one rigid path. His broad skill set, leadership abilities, and commitment to public service have made him a standout figure in the field, and his story will continue to inspire the next generation of cybersecurity professionals.
